
Washington Blvd. Transit-Oriented Development Specific Plan
Project Overview
The Los Angeles County Metropolitan Transportation Authority (Metro) selected the City of Pico Rivera through a competitive grant application for the preparation of a Transit-Oriented Development (TOD) Specific Plan to advance planning and investment efforts around the proposed Washington and Rosemead Blvd. light rail Metro Station ahead of Metro’s Eastside Transit Corridor Phase 2 light rail project.
The Washington Boulevard TOD Specific Plan will serve as the tool to establish a link between the implementation of the policies of the General Plan and attributes of the individual development proposals in this defined area. A Specific Plan is a comprehensive planning and zoning document for a defined study area and the Washington Boulevard TOD Specific Plan identifies land use policy, creates development standards, and defines economic revitalization goals for a transit-oriented neighborhood centered at the Washington Boulevard and Rosemead Boulevard intersection, which is within the half-mile radius of the proposed rail extension.
It is important for the public to differentiate between Metro’s Eastside Transit Corridor Phase 2 light rail project and the City of Pico Rivera’s Washington Boulevard TOD Specific Plan. While one constitutes a light rail project with Metro as the lead agency, the Washington TOD Specific Plan is a planning policy document focused on the study area with the City of Pico Rivera as the lead agency.

Timeline and Process
- 2019
Los Angeles County Metropolitan Authority (Metro) awards competitive grant for the creation of a Transit-Oriented Development (TOD) Specific Plan.
- 2020
City secures consultants and begins baseline analysis of the TOD Specific Plan area.
- 2021
Existing conditions analysis, market analysis, and community workshops are conducted.
- 2022
Pico Rivera 2035 (PR 2035) emerges from a community and economic recovery framework to address major challenges from COVID-19, the economic downturn, climate change, impacts from the Whittier Narrows Dam Safety Project, and multiple unfunded mandates.
- 2024
Project scope is expanded for greater comprehensive alignment with PR 2035 goals. Community outreach is expanded. Public scoping for an Environmental Impact Report (EIR) commences.
Public scoping for EIR continues and scope is revised to align with the City’s General Plan. Metro provides strategic advising for the TOD Specific Plan to incorporate into Draft EIR.
Estimated TOD Specific Plan Completion in Summer 2025.
