Residential Solar Permit Instructions

Solar Panel Permits with SolarAPP+

Residential homeowners and solar panel installation contractors in Pico Rivera are now able to apply for permits online with the help of SolarAPP+, a web-based portal for residential solar energy system installations, developed by the National Renewable Energy Laboratory to automate project plan reviews, receive automated permit, pay fees online, and schedule inspections.

SolarAPP+ Process

Submit solar project for automated review through SolarAPP+.
1. Register or sign in to SolarAPP+at nrel.gov.
2. Submit design.
3. Pay $25 administrative fee (per project).

Submit Residential Solar Permitapplication to the City online or in-person.

  2. Click on the Apply button
  3. Click on the button below to go directly to the Residential Solar Permit
  4. Please make sure to register and login to complete the online application.

3. You must have the following information to apply for the Residential Solar Permit.
  1. SolarApp+ approval number.
  2. SolarAPP+ Approval Document with inspection checklist
  3. Site plan and roof plan
  4. Solar contractor license number

Once permit is approved, payment must be made and the permit will be auto-issued.
1. Pay online at https://www.pico-rivera.org/.
2. Pay in person at 6615 Passons Boulevard, Pico Rivera, CA 90660.
Schedule the inspection online.
1. Login to Pico Rivera VCH, find the permit number and perform action to request inspection.
2. Requests for inspection should be made at least twenty-four hours in advance and specific date and time requested is not guaranteed. You will be notified once your inspection is scheduled by the City.

SolarAPP+ Revisions

First, log in and submit for a revision through SolarAPP+and you will be provided with a downloadable revised SolarAPP+ Approval Document.
You will be required to provide the following items in person or online to Pico Rivera.
1. Pico Rivera Residential Solar permitnumber
2. New SolarAPP+approval number
3. New SolarAPP+Approval Document
4. Any revised plans
To submit online, first navigate to Pico Rivera VCH.
1. Log in to the account associated with your Residential Solar permit number.
2. Navigate to My Dashboardand find the Permit case you would like to revise.
3. Click into the permit case details to find action to Request Revision.
4. Enter in the new SolarAPP+approval number, upload the new SolarAPP+ Approval Document and any revised plans and submit.
5. The revised details will then be reviewed and accepted by our staff.
To submit in person, please bring all the required items to Pico Rivera City Hallat 6615 Passons Boulevard, Pico Rivera, CA 90660.

Pico Rivera Express Permit Criteria

Express Permits are only available for the following permit types:
1. Residential Plumbing (Water Heater Change Out (Same location), Water Heater Change Out – Tankless (Same location), Gas Line Repair)
2. Residential Mechanical (Wall Heater Change Out)
3. Residential Electrical (Panel Upgrade)
Express Permit is allowed only for the following zones:
1. Single-Family Residential
2. Single-Family Residential Estate
3. Multiple-Family Residential Variable Density
4. Planned Residential Unit Development
5. Specific Plan 301

A contractor must be ready to provide active California State Contractor’s License and City Business License information.

  1. Login to Pico Rivera website and find the permit number associated with your SolarAPP+ permit.
  2. Perform action to Upload Revision and upload the revised SolarApp+ Approval Document.

1. Provide the nearest street address 2. Report any damage to the pole 3. Provide a picture of the pole Some areas may have a large number of poles, please be as specific as possible to ensure we can resolve the issue with the information provided.
