What is the Mural Pilot Program?

As part of the implementation of the Historic Whittier Boulevard Revitalization Plan, The City identified 15 low-cost, high-benefit early implementation quick-build projects to catalyze the transformation of the area. As one of those projects, the Mural Pilot Project will contract professional artists with strong experience in managing community art programs to help recruit, train, and mentor locally based artists. Together, the professional and local artists will develop conceptual themes, solicit, capture, and integrate stakeholder input, refine alternatives, paint the final murals, produce media content and support a public unveiling event.

Where will the murals be located?

The initial phase of this project has targeted the following City-owned facilities. The project will beautify Speedway Alley and two City-owned surface parking lots by including drought resistant landscaping, pedestrian lighting, road resurfacing, wayfinding and informational signage, hydration stations, and bicycle repair stations and parking. Combined, the Mural Project and Paseos will transform the alleys into lively neighborhood paseos that enable community-oriented programing and promote economic development by offering outdoor dining and recreation opportunities for local businesses.
