One of the major aspects of the Historic Whittier Boulevard Revitalization Plan will be the implementation of a Mural Pilot Program to catalyze the transformation of the area under the Historic Whittier Boulevard Plan.

The Mural Pilot Project will contract professional artists with extensive experience managing community art programs to help recruit, train, and mentor locally based-artists. The professional and local artists will develop conceptual themes, solicit, capture, and integrate stakeholder input, refine alternatives, and paint the final murals that reflect the history, culture, and future of Pico Rivera.

Two artists, “Man One,” Alex Poli and Oscar Magallanes, have been chosen to kick off this project. “Man One’s” artwork has been featured at the Museum of Contemporary Art in Los Angeles, The Getty, Pasadena Museum of California Art, and LACMA, to name a few. Oscar’s artwork has been featured at the North Carolina Museum of Art, Museo CEART de Baja California Mexicali, Mexico, and the National Museum of Mexican American Art in Chicago, amongst others. In addition, Oscar’s work is part of the permanent collections of the Museum of Latin American Art in Long Beach.

These accomplished artists will create Murals at the IDEA Lab Building located at Whittier Boulevard and the two City-owned parking lots on Lindsey Avenue and Deland Avenue, off of Speedway Alley. The Mural project will be part of the initial phase of the Los Paseos project that will beautify Speedway Alley and two City-owned surface parking lots by including drought-resistant landscaping, pedestrian lighting, road resurfacing, wayfinding and informational signage, hydration stations, and bicycle repair stations and parking. The Mural Project and Paseos will transform the alleys into lively neighborhood paseos that enable
community-oriented programming and promote economic development by offering local businesses outdoor dining and recreation opportunities.
