Pico Rivera Express Permit Criteria

Express Permits are only available for the following permit types:
1. Residential Plumbing (Water Heater Change Out (Same location), Water Heater Change Out – Tankless (Same location), Gas Line Repair)
2. Residential Mechanical (Wall Heater Change Out)
3. Residential Electrical (Panel Upgrade)
Express Permit is allowed only for the following zones:
1. Single-Family Residential
2. Single-Family Residential Estate
3. Multiple-Family Residential Variable Density
4. Planned Residential Unit Development
5. Specific Plan 301

A contractor must be ready to provide active California State Contractor’s License and City Business License information.

Residential Solar Permit Online Pilot Program

Solar Panel Permits with SolarAPP+

Residential homeowners and solar panel installation contractors in Pico Rivera are now able to apply for permits online with the help of SolarAPP+, a web-based portal for residential solar energy system installations, developed by the National Renewable Energy Laboratory to automate project plan reviews, receive automated permit, pay fees online, and schedule inspections.

SolarAPP+ Process

Submit solar project for automated review through SolarAPP+.
1. Register or sign in to SolarAPP+ at solarapp.nrel.gov.
2. Submit design/plans.
3. Pay $25 administrative fee (per project).
4. Download SolarAPP+ Approval Document.
Submit Residential Solar Permit application to the Pico Rivera.
1. Go to the Pico Rivera Online Permit page.
2. Click on the Apply button to get to the Residential Solar Permit application.
3. Please make sure to register and login to complete the online application.
4. You must have the following information to apply for the Residential Solar Permit.
  1. SolarApp+ approval number.
  2. SolarAPP+ Approval Document with inspection checklist.
  3. Solar contractor and contractor license number.
Pay online and permit will be issued.
Schedule the inspection online.
1. Login to Pico Rivera Website, find the permit number and perform action to Request Inspection.
2. Requests for inspection should be made at least twenty-four hours in advance and specific date and time requested is not guaranteed. You will be notified once your inspection is scheduled by the City.

SolarAPP+ Revisions

1. Log in and submit for a revision through SolarAPP+ and you will be provided with a downloadable revised SolarAPP+ Approval Document.
2. Upload revised SolarApp+ Approval document.
  1. Login to Pico Rivera website and find the permit number associated with your SolarAPP+ permit.
  2. Perform action to Upload Revision and upload the revised SolarApp+ Approval Document.

In order to expedite your request, please provide the following information:

1. Provide the nearest street address 2. Report any damage to the pole 3. Provide a picture of the pole Some areas may have a large number of poles, please be as specific as possible to ensure we can resolve the issue with the information provided.
