Pico Rivera City Council Adopts Final HWB Vision Plan

At the November 12, 2024 meeting, the Pico Rivera City Council approved and adopted the Historic Whittier Boulevard Vision Plan. This plan is a product of nearly two years of community feedback, establishing guidance for future zoning, land uses, mixed-use development, mixed-income housing, parks, open spaces, building types, densities, and community designs in a reimagined vibrant and walkable “uptown” Pico Rivera along Historic Whittier Boulevard

Project Overview - What is the Historic Whittier Boulevard Revitalization Program?

Pico Rivera 2035 is a comprehensive community development and economic growth plan designed to revitalize the city and region through smart, equitable, and sustained long-term initiatives. At the heart of PR 2035 is the Historic Whittier Boulevard Revitalization Program (HWB Program), which consists of several programs, plans, projects, and policies. The HWB Program seeks to formally embrace and reflect the rich history, culture, and diversity of Pico Rivera while cultivating a people-oriented and equitable place where all community members thrive.

It includes two plans:

  • Historic Whittier Boulevard Multimodal Plan, adopted by the City Council in April 2024,  focused on multimodal improvements to walking, bicycling, transit access, and micro transit, and,
  • Whittier Boulevard Specific Plan, now the HWB Vision Plan, which will articulate a vision for a new and improved Whittier Boulevard.

Historic Whittier Boulevard Vision Plan

Recently, the City recognized the need for a comprehensive update to the General Plan to ensure it aligns with other major plans and projects throughout Pico Rivera, including the newly adopted Multimodal Plan. As a result, the Historic Whittier Boulevard Specific Plan has been refined to serve as a guiding, non-regulatory Vision Plan.

The HWB Vision Plan will contain all of the elements typical of a Specific Plan, but it is not the formal regulatory document for the HWB Plan area at the time of approval (Fall 2024). Instead, the HWB Vision Plan will lay the foundation for updating and developing a Comprehensive General Plan, articulating a vision for an enhanced Whittier Boulevard, encompassing land use and transportation improvements. This plan will leverage existing resources to attract significant investments while aligning legislative support for infrastructure and innovative programs, projects, and policies that exceed regional, state, and national goals.
