On January 28, 2025, the City of Pico Rivera City Council approved the City’s first-ever Climate Action and Adaptation Plan (CAAP). This is a historic milestone for Pico Rivera, as it is now the third city among the 27 cities in the Gateway Cities region to adopt a plan of its kind.

The CAAP is a comprehensive roadmap to achieve state and federal climate goals of reducing Green House Gas (GHG) emissions to 40% below 1990 levels by 2030 and achieving carbon neutrality by 2045.

The City of Pico Rivera’s designation as a Disadvantaged Community (DAC) in CalEnviroScreen 4.0 is a result of its vast transportation network that includes freeways, railways, truck routes, and major corridors, which contribute to elevated GHG emissions and poor air quality. These environmental challenges are known to pose health risks.

To help curb the public health and environmental risks posed by poor air quality, the CAAP establishes actionable items (i.e., programs, projects, and policies) that aim to reduce the amount of GHGs from Pico Rivera.

By establishing bold targets and steps, the CAAP aims to reduce GHGs, improve air quality, and achieve broader community goals, creating a healthier, more sustainable future for all residents.
